Two days after Prime Minister Stephen Harper set off what has turned out to be an increasingly rancorous debate over his plan to extend and expand Canada's anti-ISIS efforts in Iraq and beyond, MPs will finally get the chance to commit their comments on the motion to the official House record when the Chamber opens for business this morning.
Under the terms of a motion adopted on Wednesday night, the debate — which will begin at approximately 10:15 a.m. ET — will continue until no MP rises to speak or the clock strikes midnight, whichever comes first. At that point, it will be deemed adjourned until Monday.
Meanwhile, the House public safety committee embarks on what will likely be its final day of witness hearings on the government's proposed anti-terror bill with an appearance by Little Mosque on the Prairie creator Zarqa Nawaz, who will appear alongside security experts Ray Boisvert and David Harris.
On the speakers list for the second hour: Canadian Muslim Lawyers Association members Ziyaad Mia and Mueed Peerbhoy, Heritage Foundation director Steven Bucci and Centre for Israel and Jewish Affairs chair David Cape.
The committee is expected to wrap up this phase of its review with a two-hour evening session, during which they will hear from B'nai Brith Canada senior legal counsel David Matas, Canadian Police Association President Tom Stamatakis, First Nations community leader and environmental activist Jessie Housty, the Center for Security Policy, the Air Transport Association of Canada and Jetana security director Matt Sheehy.
Later this morning, Liberal public safety critic Wayne Easter teams up with rights and freedoms critic Irwin Cotler to present their party's proposed amendments to the bill, which will be considered when clause-by-clause review begins next week.
Also this morning: The Parliamentary Budget Office releases a new report on the "fiscal sustainability" of Canada's current national defence program.
- Government Operations members will get the opportunity to quiz incoming Public Sector Integrity Commissioner Joe Friday during a one-hour question-and-answer session to certify his nomination to the post.
- Industry resumes its consideration of the government's proposed rejigging of the digital privacy regime with testimony from lawyer Eloise Gratton, as well as representatives from the Canadian Life and Health Insurance Association, Credit Union Central of Canada and the Insurance Bureau of Canada.
- This afternoon, Natural Resources kicks off its examination of the government's proposed pipeline liability bill with a briefing from National Energy Board officials, which will be followed by a closed-door session to discuss an otherwise unspecified "wish to appear."
Outside the precinct, Industry Minister James Moore joins Canadian astronaut Jeremy Hansen for a morning appearance at Elgin Street Public School, where the pair will "highlight Canada's proud history in space exploration and announce an important investment in the future of space exploration."
Elsewhere in the National Capital Region, Revenue Minister Kerry-Lynne Findlay informs those attending the opening of the Ottawa Home And Garden Show of what her government is doing to "support Canadian homeowners and the construction industry," while Minister of State for Sport Bal Gosal addresses delegates at Equine Canada's annual convention.
In Toronto, Treasury Board President Tony Clement teams up with XMG Studio founder Ray Sharma to reveal the winners of the CODE 2015 Appathon.
Finally, the 2015 Progress Summit — which is hosted by the Broadbent Institute — kicks off its annual three-day conference with a "welcome reception" this evening.
