Prime Minister Stephen Harper is expected to outline his argument in favour of extending Canada's current military mission in Iraq for a full year beyond the current April 7 deadline, and expand the terms of reference to include support for airstrikes in both Iraq and Syria.
Under House rules, the prime minister can address the House during statements by ministers, which is called under the rubric of routine proceedings, and will likely see him take the floor shortly after 10 a.m. ET.
The opposition parties will have the opportunity to provide a brief response, but the debate itself will not take place until later this week, as the motion has not yet been formally put on notice.
Once that wraps up, MPs will turn their attention to an NDP-backed motion that would, if passed, see the government take "immediate measures" to add microbeads to the toxic substance list.
Meanwhile, the House public safety committee continues its review of the proposed anti-terror bill this morning, when members will hear from First Nations activist and Ryerson University chair Pam Palmater and Union of British Columbia Indian Chiefs president Stewart Phillip, as well as Toronto Police Service inspector Steve Irwin, security expert Wesley Wark and Robert Morrison.
The committee will convene two additional witness panels during the evening session, which runs from 6:30 – 8:30 p.m. ET, and will include testimony from Friends of the Simon Wiesenthal Center for Holocaust Studies president Avi Benlolo, former Supreme Court justice John Major, Centre for Immigration Policy Reform spokesperson Martin Collacott, the Canadian Association of Chiefs of Police, the Canadian Thinkers' Forum and, via video conference from London, Peter Neumann, War Studies professor at the International Centre for the Study of Radicalisation and Political Violence
Anti-terrorism measures will also be front and centre at Finance, where MPs are looking at "terrorist financing in Canada and abroad" with the help of departmental officials and Financial Transactions and Reports Analysis Centre of Canada director Gerald Cossette.
Elsewhere on the committee circuit:
- Government Operations members will be briefed on the status of the ongoing renovation of the parliamentary precinct, courtesy of senior Public Works officials Nancy Chahwan and Enzo DiMillo.
- Over at Environment, MPs will hear from the Ontario Federation of Anglers and Hunters and other provincial wildlife and waterfowl groups as they resume their study of licenced hunting and trapping in Canada.
- Industry continues its examination of the government's proposal to update the digital privacy regime with testimony from the public guardians and trustees of British Columbia and Manitoba, as well as Canadian Pharmacists Association vice-president Janet Cooper and Ryerson professor Avner Levin.
- This afternoon, departmental officials and health professionals will come before the Health committee to share their thoughts on Safety Code 6, which establishes guidelines for exposure to "radiofrequency electromagnetic energy from wireless devices."
- Transport will devote the first hour of its meeting to Conservative MP Joyce Bateman's bid to boost railway safety regulations, after which Canadian National Railway vice-presidents Jim Vena and Sean Finn update MPs on "recent derailments in Ontario"
Also on the Hill today;
New Democrat MPs Lysane Blanchette-Lamothe and Jinny Simms outline their shared concerns over the looming April 1 deadline that, according to the advisory, "that will soon force several foreign workers who have been living and working in Canada for up to four years to pack up and head home. "
Later this morning, Liberal MP John McCallum will call on the government to boost support for manufacturing in Ontario.
UPDATE: The Liberal event was cancelled without explanation on Tuesday morning.
This evening, House of Commons Speaker Andrew Scheer teams up with Conservative MP Joe Daniel to co-host a reception to mark World Tuberculosis Day.
A few blocks from Parliament Hill, Liberal MP Joyce Murray and former Liberal leadership candidate turned Green Party policy advisor Deborah Coyne join members of the NORML Woman's Alliance for a special screening of a new film, "The Culture High," which represents "the next chapter in the discussion of modern cannabis policy."
Finally, former Canadian Ambassador to the United Nations Paul Heinbecker shares his thoughts on "Canada's role in conflicts abroad" at a mid-afternoon panel hosted by Carleton University's Faculty of Public Affairs.
