Prime Minister Stephen Harper joins billionaire philanthropist Bill Gates for a "moderated discussion" on his government's focus on maternal, child and newborn health, which will be hosted by the Delegation of the Ismaili Imamat, the Canadian headquarters of the Aga Khan Foundation of Canada.
Before that confab gets underway, however, Gates will pay a visit to Rideau Hall, where he will discuss "matters dealing with Canadian philanthropy," including "Canada's commitment and leadership in that area," with Governor General David Johnston.
Meanwhile, New Democrat Leader Tom Mulcair speaks to delegates at the annual meeting of the Canadian Federation of Agriculture.
Back on the Hill, the party caucuses will spend the better part of the morning sequestered behind the closed doors of their regularly scheduled Wednesday morning meetings — except, that is, for the Senate Liberals, who will "once again open [their] doors" to host a public discussion on "the status of young adults in Canada."
'Reform Act' goes to final House vote
Also on the Hill today: "Food safety teen activist" Rachel Parent teams up with New Democrat health critic Murray Rankin to discuss the results of a planned meeting with "selected" Health Canada officials earlier in the day, during which she will, according to the advisory, "will be asking important questions regarding the safety and labeling of genetically modified foods, and the democratic right of all Canadians to make informed choices about the food they eat."
When the Chamber reopens for business this afternoon, the House will deliver its final verdict on Conservative MP Michael Chong's 'Reform Act', which initially proposed a major rebalancing of the power dynamics between party leaders and MPs, but was winnowed down considerably at committee in order to garner sufficient support to make it through third reading, which will almost certainly happen this afternoon.
Later this afternoon, Senate Speaker Pierre Claude Nolin will preside over the ceremonial unveiling of the portrait of his predecessor, Noel Kinsella, with House Speaker Andrew Scheer and Government and Opposition Senate Leaders Claude Carignan and James Cowan also expected to be in attendance.
On the committee front:
- Justice takes the rare step of studying the "subject matter" of a private members' bill that was defeated at second reading — specifically, Conservative MP Ryan Leef's bid to add a definition of "fetal alcohol spectrum disorder" to the Criminal Code, which would ultimately be considered as a mitigating factor in sentencing.
- Over at Public Accounts, MPs begin to go through the auditor general's report on mental health services for veterans, which was tabled last fall, with the help of officials from Veterans Affairs, National Defence and the Office of the Auditor General.
- Canadian Heritage continues its review of the Canadian film industry by hearing from North Shore Studios and William F. White International Inc.
Finally, United States Ambassador Bruce Heyman joins Ottawa Mayor Jim Watson for a breakfast speech at City Hall.
