The U.S. Border Patrol says it arrested a 42-year-old Rwandan citizen near the border with Canada who is wanted for war crimes.
A Canadian warrant says Jean Léonard Teganya is wanted for deportation for violating human rights under the Crimes Against Humanity and War Crimes Act related to the Rwandan genocide in the 1990s.
The border patrol says a U.S. agent found Teganya in on Aug. 3 in Houlton, Maine, which shares a border with Richmond Corner, N.B.
Teganya was sent for processing on a violation of entry without inspection.
The patrol says a database search revealed the warrant for Teganya. He was turned over to U.S. Immigration and Customs Enforcement's Office of Enforcement and Removal Operations.
Teganya's lawyer said he wasn't aware his client was detained.
According to court documents, Teganya arrived in Canada via India in November 1999 and settled in Quebec.
The Immigration and Refugee Board rejected his refugee bid on the grounds that, while a medical intern, he was complicit in an incident at a Rwandan hospital that saw nearly 200 Tutsis killed.
Teganya, an ethnic Hutu, argued that if he was sent back he would be detained without charge, as his father was.
He was ultimately ordered deported in 2011, and months later, was among those Ottawa named on a new website identifying war crimes suspects, which asked for help in identifying their whereabouts.
Canada Border Services Agency lists Teganya's last known address in Canada as Laval, Que.
