Stephen Harper to release details of victims bill of rights

Prime Minister Stephen Harper is in Mississauga, Ont., today to announce a long-promised bill of rights for victims of crime.

Harper tweeted Wednesday night that the announcement would come Thursday.

CBCNews.ca will carry the announcement live starting at noon ET.

Harper will be joined by Justice Minister Peter MacKay, Public Safety Minister Steven Blaney, Conservative MP for Mississauga South Stella Ambler and Senator Pierre-Hugues Boisvenu.

MacKay, in a letter to the Conservative caucus on Sunday, said he looked forward to delivering on the throne speech commitment by introducing the first Canadian victims bill of rights "over the coming days."

The letter, which MacKay's office sent to CBC News on Sunday, lists a number of initiatives the Conservative government has introduced since 2006 to support victims of crime.

"As we have stated countless times, we are committed to introducing a comprehensive package of legislative reforms never before seen in our country's history," said MacKay in the letter.

"Victims of crime deserve to be treated with courtesy, compassion, inclusion and respect."

MacKay said the bill is the result of "an extensive stakeholder consultation process" that began last summer.

"We heard loud and clear that we must continue to ensure that those who victimize the innocent are punished for their actions, that penalties match the severity of crimes committed, and that the rights of victims are substantial," said the letter to the caucus.
