Canadian Foreign Affairs Minister John Baird, U.S. Secretary of State John Kerry and Mexican Foreign Secretary Jose Antonio Meade are speaking with reporters starting at 9:30 a.m. ET today in Washington.

A news release says the three foreign ministers will talk about "North American prosperity, North America's leadership on energy and climate change, international engagement, and citizen security."

TransCanada's proposed Keystone XL pipeline extension is bound to come up, especially following strong comments Thursday by Baird, who said it was time for a decision on the pipeline, "even if it's not the right one."

The project has been in limbo for several years awaiting approval by the U.S. State Department.

The pipeline crosses the Canada-U.S. border, so requires the department to sign off.
