Premiers gathering in Halifax for economic talks

Bank of Canada governor Mark Carney will speak to premiers and territorial leaders later today during their economic forum in Halifax.

Mark Carney is expected to provide the bank's outlook for the global and Canadian economies and inflation in Canada.

The two-day Council of the Federation International Economic Forum wraps up Friday at the Halifax World Trade and Convention Centre, where the leaders are discussing global economic and trade issues.

A proposal to start shipping oil to from Alberta to Eastern Canada is also expected to be on the agenda for discussions Friday.

News of the proposal came Thursday when the premiers of Alberta and Quebec announced they will set up their own working group to study closer energy ties between the two provinces.

Other premiers have mused about the benefits of moving Alberta's oil from West to East, instead of shipping it along proposed pipelines south to refineries in the United States or further west to a terminal on the British Columbia coast.

Alberta faces tension from B.C., where Premier Christy Clark is demanding a greater share of the revenues before the planned Northern Gateway pipeline gets the green light.

The premiers decided in the summer to hold this special meeting on the state of the country's economy, and they issued an invitation to Prime Minister Stephen Harper to join them.

Harper decided to remain in Ottawa.
